Your telegram No.114.
I am afraid there has been misunderstanding as to
interpretation to be placed on your telegram of February
20th. Only alternatives I contemplated were either that
the office should be closed down altogether or that it
should be handed over to the Cable companies to manage. I
did not understand that any working arrangement would
necessitate appointment of a Cantonese representative in
Hongkong. This can only perpetuate present unsatis-
factory state of affairs and I can only suggest that no
definite action be taken for the time being in the hope
that a change in political situation up here may solve
the difficulty for us.
